Jose Canseco uses steroids without a TUE

The former player of the Major League Baseball Jose Canseco refused to submit to a urine analysis for steroids, when he tried to return to the Mexican Baseball League. It was earlier said that the “Tigres de Quintana” of Cancun agreed to give him the 2nd  chance and invited him to join to the team.
This baseball player refused to submit to testing for steroids that had to be performed by officers of the Mexico’s National Commission for Physical Culture and Sport (CONADE). CONADE represents government agency that manages Olympic sports in Mexico.
Cuauhtemoc Rodriguez Meza, the chief executive officer of this baseball team, claimed that Jose Canseco would not be allowed to play for the team because he had acknowledged that he applied prohibited medicines.
Jose Canseco acknowledged that he was on testosterone replacement therapy under supervision of a physician in the US. He mentioned that he was receiving TRT since 2008. This player was not surprised by the requirement to submit to urine sample for steroids. This person wrote on his Twitter account last month that the Minor League Baseball would perform testing for banned drugs.
As it is known,  a sportsperson can administer steroids for TRT and participate in competitions, if he/she has obtained a therapeutic use exemption (TUE). A TUE allows intake of prohibited preparations, if it is supported by medical needs.
It is evident that Jose Canseco has prescription from his health care provider that supports his need to receive TRT. But he hasn’t acquired a TUE for usage of testosterone.
Canseco has openly noted that he had a prescription from his physician to use testosterone as a part of testosterone replacement therapy. He wrote about  this condition in a documentary in 2008. Jose Canseco noticed that he stopped administering illegal steroids and was experiencing hypogonadism that was caused by steroids. Then his doctor recommended him administering a testosterone gel to be relieved from adverse results of steroids.
It is clear that Jose Canseco’s application of steroids is justified because he has medical support for administration. But since he hasn’t got a TUE, it is unclear whether he would join the team that has steroid testing.
The CEO of “Tigres de Quintana” mentioned that he had known that Jose Canseco was receieving TRT but he invited him to play, just obtaining a TUE.
